Dowload limit per user basis

In the current release, all user's download count, no matter who has downloaded the file. In my use case I would like to allow to download the files but count the number of downloads for each and every users. If somebody reached the limit, then he unable to download this file anymore, but the others who have not reached the limit, still can continue the download.
