Deferred emails sent immediately for Offline Payments

At present when we set emails to be deferred they are only sent after a response from a payment provider, however with the Offline payment method no such response is ever sent meaning that the emails are never sent either.

I think it would be beneficial for us to allow the deferral of emails to be ignored when Offline Payment is used so that both users and admins receive the email notifications.
