Custom.css Tab in Template Styles
I have seen an even more user-friendly method to add additional css (which is not changed in updates).
You could add a tab to the Template Styles called "custom css." That would allow a novice user to add code directly within the Joomla Administrator area. Joomdonation (Eshop) has this and it is helpful.
