Merging tickets

We fairly often have a ticket history for a user at one email address and then the user starts a new tickets or tickets from a new email address.
We'd like the ability to merge user's tickets history. Something as simple as selecting user A and then user B and have all tickets associated with user A merged now to be under user B.
Currently, our only options to accomplish this is to edit the SQL database and change the user IDs associated with a ticket or set of tickets, which is not ideal.
