add email notification threshold

Add email notification threshold option for RSFirewall when an attack is performed. For example: all low, medium, high critical ones are marked but let's say it there is a ddos and many low events come in , so the idea is to stop sending any further emails after XX entries for YYY period. Sort of anti-flood measurement. Thanks
