Send notification email for unsuccessful online payment

I need a notification email to user and admin when online payment is for any reason denied.
I want to know me and my user that the process of payment was unsuccessful. Now, he only receves a notice in the webpage and the admin can only see the unsuccessful submitions from the backend.
