How can you control how long a user has to fill in a form before the session times out and their data is lost?

There is a Session Lifetime setting in Joomla's Global Configuration - is that the one to use, or is it in the PHP settings?

Also, if there is a 'clock running' on a form, is it an absolute time between opening a form page and pressing submit or does it only run when the the form is inactive - ie the user is not actually entering anything?
The administrator has disabled public write access.
