Hello,
When exporting forms submissions to Excel wuth Hebrew data - the Hebrew data is eigther shown as ??? or as Jibersih.
When exporting to CSV and openning the CSV file using Notepad (when openning with excel it still comes up wrong) - the data looks fine.
I am using Joomla 2.5.

Any idea what is going on?

This looks like a deep issue to me. It would be better I guess if you created a support ticket here.
Deleted code is debugged code.
