I would like to create a form where a visitor can select if he/she wants to download a white paper. The visitor has to enter his/her contact details at the same time.

Is it possible to do this and when the visitor has entered 'Yes', the file should be sent to the him/her?
The administrator has disabled public write access.

You can do this through the following options:
1) Create a thank-you page to be displayed after the submission. On the thank-you page you present the URL to download the file.
2) Create a User Mail and inside the mail present the link to the download.

If you really want to send the file as an attachment you would have to program that in PHP.
