TOPIC: Restore wont work

I have created a backup from one site and went to restore it on another site and the process hangs without restoring. All I see is the Structure icon waving back and forth.

Any ideas why?

Both sites show Backup information
RSForm! Pro: 2.0.9
Joomla!: 3.8.6
PHP: 7.0.7
OS: Linux
The administrator has disabled public write access.
