Hi I'd like to get more opt-in email subscribers on our website blog.

The idea is after 10 seconds reading any of our blog articles launch a popup suggesting a opt-in email subscription if our content is interesting for them. Another requirement, in order to avoid disturbing, is that these popup once launched to an user cannot be launched again to this user until 7 days have elapsed.

You know any way to implement this feature?
