If a ticket comes in to me and I want to send that ticket to another staff member, how do i do that?
The administrator has disabled public write access.

If you are logged in as a staff member, open a ticket and at the top you will see a Staff pull-down. Selected the new staff member and click update.

I have not seen a way to change the customer of the ticket.
