I just noticed that when you do a system check and choose to allow it to fix the php.ini file that it actually overwrites the existing php.ini without making a backup.

Having just tweeked a php.ini file to get J3.0 up and running this is not a graceful way of making the change.
The administrator has disabled public write access.
