What does it means
The administrator has disabled public write access.

Hello,

You need to check the minimum requirements to use the latest RSFirewall! version - your host needs to run PHP 5.3. I'm not sure how you manage to install it, since there's a check in the installation procedure - it doesn't get installed unless you are using PHP 5.3.
You'll need to rename /plugins/system/rsfirewall/rsfirewall.php to rsfirewall.bak and /administrator/modules/mod_rsfirewall/mod_rsfirewall.php to mod_rsfirewall.bak to regain access to your website. After you've done this, either uninstall RSFirewall! R46 and install RSFirewall! R44 (the latest version compatible with PHP 5.2 and Joomla! 2.5) or ask your host to upgrade to PHP 5.3 so you can reinstall the latest version.
