Anybody ever seen this (with RSFirewall not finding it)...

I've got some kind of strange hack where I cannot delete the 'admin' user. Actually, I CAN delete it, but then comes back a short time later and deletes the other Super User I've made. It's driving me crazy.

Depending on which version of Joomla! and RSFirewall! you are using:
1) If you are using RSFirewall! R44 or older, there's an option called "System Lockdown". Please disable it.
There's also an option in the Firewall Configuration > Active Scanner named "Protect the following users from any changes". You'll need to deselect all users in there.
2) If you are using RSFirewall! R45 or newer, go to Firewall Configuration > Active Scanner and scroll down to "Lockdown". You'll have to remove all users from "Protect the following users from any changes", and set "Disable the creation of new Administrators" to "No".
