The documentation is unclear -- I installed the geoIP dat file no problem, but am unclear how to select countries to block. I have a fairly global audience (potentially) so do not want to alienate legitimate visitors.

Does this data include only "known" hacker IP addresses from certain countries? or rather does it list IP addresses for countries worldwide.

I have no idea what countries to be blocking -- I get a lot of hacker attemps from China and Germany, so do I want to block those countries entirely?
