Hi after updating to the latest version of RSFirewall I cannot access the Systems Overview Panel. I am receiving the message "An error has occurred. 0 Unable to open the feed." I have Joomla installed locally.

This is most likely generated by something that is blocking your RSS feeds. Head to Components > RSFirewall! > RSS feeds and unpublish your current RSS entries.
