im a bit stupid im afriad, i have had this message "The configuration.php file is publicly accessible.' how and what do i do to correct this please.

p.s your firewall software is awesome.

I am on a cPanel server with Joomla 3.3.1

Even if I copy/paste the example in your documentation, the configuration file still cannot be read.
The administrator has disabled public write access.

This has nothing to do with the cPanel version. Note this isn't a copy & paste solution. You will need to apply the steps explained within the article.
