I also have this question.
 EDIT: After a few hours of playing with the system, it appears that you can indeed open an incident without logging in. I was receiving the error message because the email I was using to open the incident was an email that was already in the system (as a Joomla! Super User). When I use an email not already in the system, the incident gets submitted without a problem. |
