How to display the option to pay off line to the person buying the ticket for pay in cash.

I agree the Offline payment option is sort of useless. Allow us to modify it to suit our purposes please. For example:
Remove credit card form, change the Pre/Post text, etc.

The fact that a feature is not suited for your needs, does not make it useless. I doubt that you are using Joomla! at its overall full capacity. Does this make it useless ? I would answer: No. There are some features that are suited for some use case scenarios, and some of them not - as with the RSEvents!Pro features, including Offline payment options.

I think that the Wire transfer method would be better suited for your needs. It allows you to specify a message, that will be displayed after the registration process.

I created a 100% discount code for the User Group my staff are connected to. This user group is the only group with access to Offline payments.

YES! the wire transfer option is the perfect PAY OFFLINE plugin for many of us. Just change the name of the payment method and use the HTML editor to make the checkout page say whatever you want.

Then create a payment rule that says "if payment is wire transfer and status incomplete for 0 hours than make approved"
