Is there a way to limit the file size of uploaded images?

I was able to upload a ridiculously large image (7MB). RSEvents!Pro doesn't show the thumbnail properly, giving an error message:
phpThumb() v1.7.11-201108081537
phpthumb.sourceforge.net

All attempts to create GD image source failed.
ImageMagick is not installed (it is highly recommended that you install it).
Source image is too large (7360x4912 = 36.2Mpx, max=26.8Mpx) for GD creation
(either install ImageMagick or increase PHP memory_limit to at least 183M).

OK, I could go down either of those paths to allow for large images, but I really would prefer to not allow a user to upload such a large image in the first place.

Is there a setting for this?
